The credit crunch and current economic recession is a huge issue for transport planning. It is often said that interest in the environment, or in delivering sustainable development, are concerns for the economic good times; concerns to be thrown out when the economic cold winds blow. Yet others say that strong investment in the switch to a low carbon economy could be the economic boost the country needs to avoid unemployment, as well as addressing climate change. Which view will prevail, not just in theory, but at the sharp end of practice on the ground?
